How odd!

Here it's opening in a new tab in the last Waterfox window that was active, 
but I might have a different version of Waterfox as mine shows as:

waterfox-g3

in Default Applications and:

# waterfox-g3 --version
Waterfox Ltd. Waterfox G3.2.0
(Third Generation Release)

Well it's also re-packaged by the MX team, and the Waterfox website seems to 
indicate there is now a 5th generation release.

Change and then re-apply your setting?
