After installing Leap 15.4, zypper and YaST can't see repositories.

Hello,
I sent this message to the openSUSE support list, but I'm sending it here as well,
because it appears that TDE Proxy settings might also be involved. In KControlCenter =>
Internet & Network => Proxy, I had at some time set up Manual Proxy Configuration (see
snapshot); even though Proxy is set to Connect to the Internet directly, Trinity seems to
be using that manual configuration? Also, when I try to clear the IP address and port
fields in the Manual Proxy Configuration window, it complains that 'the settings are
invalid', so I can't get rid of them.

I have been having trouble getting zypper and YaST to see the openSUSE repositories
from Leap 15.3, and now after installing Leap 15.4 into newly formatted partitions as
well.
I'm getting a message that tells me that they are trying to communicate with privoxy,
which
uses port 8118:
| ~
| ● zypper ref
| Retrieving repository 'Update Repository (Non-Oss)'
metadata ....................................................................................................
[done]
| Building repository ''Update Repository (Non-Oss)
cache .........................................................................................................
[done]
| Problem retrieving files from 'Update Repository (Non-Oss)'.
| Download (curl) error
for 'http://download.opensuse.org/update/leap/15.4/non-oss/repodata/repomd.xml':
| Error code: Connection failed
| Error message: Failed to connect to 127.0.0.1 port 8118 after 0 ms: Connection refused
| Please see the above error message for a hint.
| Skipping repository 'Update Repository (Non-Oss)' because of the above error.
| Some of the repositories have not been refreshed because of an error.
| @19:18:51,root@pinto rc=4

Just to be sure, I checked to see if it's even installed:
| ~
| $ zypper se -i privoxy
| Loading repository data...
| Reading installed packages...
| No matching items found.
| @19:20:08,leslie@pinto rc=104
Nope.
	Then I looked at sysconfig:
| YaST2 - sysconfig @ pinto
|
| ┌Configuration Options───────────────────┐ /etc/sysconfig Editor
| │─+─Applications │ Current Selection: Network/Proxy
| │─+─Desktop │
| │─+─Hardware │ Setting of: PROXY_ENABLED
[Default]
| │─┬─Network │
no▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒↓
but it says it's not enabled.
Just to be safe, I added software.opensuse.org the the NO_PROXY list
| YaST2 - sysconfig @ pinto
|
| ┌Configuration Options───────────────────┐ /etc/sysconfig Editor
| │─+─Applications │ Current Selection: Network/Proxy
| │─+─Desktop │
| │─+─Hardware │ Setting of: NO_PROXY
[Default]
| │─┬─Network │ localhost, 127.0.0.1,
software.opensuse.org▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒▒↓
but that didn't make any difference.
I grepped the zypper .conf files for proxy and 8118, but found no matches. Can
anyone out there explain where zypper is getting the idea that it needs to use privoxy?
