Sorry, I was not specific enough. The MIME settings are under TCC -> TDE Components -> File Associations.

There, enter expand "application" and look for "octet-stream" (it is sorted in alphabetic order). If it is there, then the problem must be somewhere else.

If it is missing, press the button below the list to add a new type. A dialog shall appear. Select "application" from the drop-down list and type "octet-stream" into the text field. That should fix it.
