If we were to merge these two, which IMO is not a good idea, it would probably go the other way round (Tips and Tricks into the FAQ). I remember Tips and Tricks was born to collect questions and tips from user, but it has now grown quite a bit. It may make more sense to have separate pages for FAQ and T-n-T. The important point is that they are easily reachable from the users, so that they don't miss one of them :-)
