Thanks for the response!

In trying different combinations (I had older URLs in my sources.list), I guess I totally flubbed it.  I don't think the Wiki necessarily needs clarification.  I just need to be more careful.  After fixing the lines as you suggested, I now see 4:14.0.10-0ubuntu18.04.0+0 as available for installation.

Please try "bionic" or whichever release name, instead of "ubuntu".

I'll file a bug report asking for a Wiki clarification.
