The problem, though, isn't making cursors -- you can do that easily in any distribution or modify existing ones. The problem is creating reverse transparency, such that, say, you're pointing in a document to black text on a white background, and with such a pointer it would be white text on a black background. Thus, the pointer would be very visible without blocking anything. I can make one that's transparent, but that would be invisible. So it needs to be inverted. The article doesn't get into that.
