It could be that the mouse over opens the same icon, but as it displays it
bigger - it shows the pixels. This could be a bug as I see only one icon
to be set in the panel shortcut.
I forgot to mention: may be replace the default icon with a bigger/biggest
one. I guess this way it will show the same icon properly in the panel and
on mouse over

I do not have an /opt/custom directory.

The PCLOS image I installed, was TDE Mini.
