It seems to depend on exactly what widget style you use.  A little fiddling with my
colour scheme shows the following:

SGI uses a fixed bright red as a checkbox foreground.  
.NET, CDE, Plastik, Platinum styles use the "Window Text" colour.  
Phase uses the "Selected Background" colour.  
Keramik and Motif use 3D effects instead of colours.  
All others I tested use the "Standard Text" colour.

So you need to change your "Window Text" colour, or pick a different style.
(I use Light Style v3 with a colour scheme that makes yours look pale, and the 
checkbox foreground there changes with the "Standard Text" colour and
gives me little white Xs as expected.)
