Don't know if we are talking about the same thing here. KMenuEdit would now be 
TDEMenuEdit, am I right? 

If so, then you need only right-click on your TDE Menu, and Menu Editor is one 
of your choices. 

If right-click doesn't work on this item, then try unlocking your lower panel. 
Also works - but is awkware - try alt-F1, then choose a menu item and 
right-click, and you will be given a choice to edit item, which takes you to 
the TDE Menu Editor.
