Hmmm.  I can't recall ever seeing that (just tested installing then removing 
kdict to confirm).  Back in the KDE3 days, adding new programs occasionally
required a restart of the DCOP server, but I don't remember that affecting
the entire GUI.

So "any distro" apparently doesn't include Gentoo, but we're an odd distro
out in so many ways that it's hard to tell why without more information.
