Just tried vfat (fat32) out of curiosity and it behaves the same

stat /tmp/PDB\ 2008-20180328T091753Z-001.zip
...
Modify: 2018-03-28 13:20:46.000000000 +0200
...
ls -al /tmp/PDB\ 2008-20180328T091753Z-001.zip
...
...Mar 28 13:20 /tmp/PDB 2008-20180328T091753Z-001.zip
