The virtual sessions, and the Ctrl-Alt-Fx keystrokes, are set up before the GUI starts, maybe by the init system when the multiuser runlevel starts. Maybe you could make a script to determine which graphical sessions are active, then switch to the next one, and assign the script to a hotkey.
