Not exactly what you wanted and you might already know it is you can have no 
title bar and no border at all for certain programs or windows via the context 
menu (-> advanced -> special {window,program} settings) for a window or 
kcontrol center. 

In my case that comes quite close to what you said because I configured borders 
to be only one pixel wide anyways.
