I tested shutdown the PC and restarted same simptom after:
myuser@mypc:~> cat .xinputrc
run_im none

The ibus icon still here, they reported a bug with variants, But seem like to 
be a essencial program

Recent i find on kmail that if i do right click appear: select input method, 
if i select xim work bad, but 
if i select simple composing i can put tilde (árbol) but quote still bad

Konsole fail in all keyboard config.
