AFAIK, most developers would think so. Qt 3.3 was released in 2004, Qt 4 was 
first released in 2005 and has been officially been unsupported since 2015[1].
There has been some discussion about porting TDE to Qt 4 on this list before.

The most important restriction to TDE development is that there are only few 
developers that engage in doing the work.
