It is not, and hasn't been for a long time in the main kmail toolbar. And it functions in the composer unless too many mistakes have caused a shutdown. Whats missing is a marker in the toolbar icon, like turning the green checkmark red to indicate its disabled. So we have no indicator of its operational status. Another "bug" I might lodge, is that if you have added a word, like your name, to the ok list, it still hi-lights your name in red. But I've not been sufficiently annoyed about it to file a bug.
