I am not sure what you mean.

 Static Ip 147.96.12.44
 Gateway   147.96.12.1
 DNS Server 147.96.2.4
 DNS Server 147.96.1.9

These are the data I inserted in Kubuntu's  systemsettings and the wired
connection works, I tried the same setting (as my screenshot indicated)
but the wired connection does not work.
