Generally I haven't figured that stuff out yet.  But while that little
piece of code is useful for performance testing, it's so simple -- not
much more than a skeleton -- that it makes sense to let people use it
as a starting point and flesh it out into other handlers they want to
write.

I guess that sounds like a release to the public domain, or a license
that grants unlimited use?  Whatever is simplest seems preferable.
