Normal Auto Contingent Allegiance support

I was wondering if LIO allows for NACA to be set to 1...

I know that within spc_emulate_inquiry_std NACA is hard-coded to 0, but is there a reasoning behind not having NACA support?

Also, would NACA support be something that LIO would want? If so, we'd like to take part in adding that support.
