Yeah, it shouldn't stop. It should keep going, and emit output about what it couldn't configure. Since it's a service this would be visible from running 'journalctl -u target.service'.

Or, you can just try 'targetctl restore' and 'targetctl clear' from the cmdline (checking what's up with 'targetcli ls') to see if things are working, without having to reboot or involve the service.
