Hi,
I find we don't have the reloading saved targets feature in Targetcli,
I think it would be useful after reboot.
After some discussions and coding work, I am pushing some patches one
by one for the reloading target feature.
They are really small patches, so we can discuss and correct them.

Hope some experts can help me review these patches,
