So lets just do it for 3.19-rc and avoid this revert, if 3.19-rc3 comes
and we see this fix isn't coming up do the revert then

I prefer to revert it at this time. it is disabled everywhere in the
code, and enabling it brings stability issues, and it is easier for me
to apply the rest of the changes without this extra non-trivial logic.
