Section 5.3.3 applies to login requests within the Operational
Negotiation Phase (CSG=1) only, and not to login requests within the
Security Negotiation Phase (CSG=0).

This is why the language in Section 8.2 you originally quoted is
specific to security parameter keys and authentication step definitions.
