Have you ensured that the qla2xxx module is loaded with the
qlini_mode=disabled parameter set?

On my Debian system, I did this with a file /etc/modprobe.d/local.conf
containing:

# For FC target support
options qla2xxx qlini_mode=disabled

Then I updated my initramfs (update-initrd -u) and rebooted. Doing this
on Fedora is left as an exercise to the reader.

You can check whether the value has been correctly noticed by doing:

$ cat /sys/module/qla2xxx/parameters/qlini_mode
disabled

I solemnly swear I didn't pull any hair out this weekend while setting
this up myself, only to suddenly remember to do this. Oh no. *blush*
