This is a known bug with lio_dump.  If a /iscsi/$IQN is created without
any LUNs, the $IQN is not persisted with saveconfig.

So with existing code you'll need to attach at least a single LUN to the
$IQN before saveconfig.

Also note this is a legacy issue, and the new modular WIP saveconfig
bits from Jerome aren't effected by this issue.
