The updated 2.1.fb27.isreally.2.1-0ubuntu1 package is missing the .spec
files in /var/target/fabric/ that rtslib uses to determine which fabric
drivers are supported.

Notice the .spec files at the bottom of:

http://packages.ubuntu.com/quantal/all/python-rtslib/filelist

vs:

http://packages.ubuntu.com/raring/all/python-rtslib/filelist

James, can you please re-build with these missing files..?
