AFAIK Fedora requires that the initrd be rebuilt after
changing /etc/modprobe.d/ for drivers (like qla2xxx) that are loaded
directly from initrd.  You'll want to have a look at:

http://fedoraproject.org/wiki/Common_kernel_problems#How_to_set_module_options_for_boot_drivers

Also, you can verify the value of qlini_mode using:

  cat /sys/module/qla2xxx/parameters/qlini_mode

Let us know what ends up working for you so that the proper instructions
for Fedora can be added to the wiki.
