Hi, That documentation (for 1.25) is totally irrelevant for the current versions of targetcli. Even the command syntax was entirely different back then. As Andy suggested, the inline help is your best friend. Type "help" with no arguments for a list of topics. As an example, the equivalent of the command you are trying to use with the current targetcli would be "/iscsi create", or just "create" if you already are in the /iscsi path (cd /iscsi). If after reading the inline help topics you have more detailled questions, I'll be glad to help you.
