I filed a feature request/question here about UpheldBy: https://github.com/systemd/systemd/issues/35636
The issue explains the behavior I'm seeing, but perhaps I am being misled by something else.
Also,
I immediately realized that I should have first checked for alternate
avenues to ask this question, so I've closed the bug for now.
