Dracut ifname= and systemd naming schemes

Hello,

Using systemd-udev-239-74 (RHEL 8.8), I wonder if, if one sets the ethernet device name with ifname=foobar:<mac address> passed to initialramfs (dracut) this name is at "risk" to be renamed in the real root fs according to systemd-udevd.service naming schemes and link name policy which, on RHEL 8.8. is NamePolicy=kernel database onboard slot path ?

I'm not sure about the 'keep' algorithm and if or when it's applied and which is the only thing which make me think the answer to my question would be 'no'

The idea is to know if one could drop into the real root fs a static network config referencing this device name initially set with ifname=
