Is CPUQuota percentage based on core count or thread count?

The documentation has the following:

> The percentage specifies how much CPU time the unit shall get at maximum, relative to the total CPU time available on one CPU. Use values > 100% for allotting CPU time on more than one CPU.

So if 100% corresponds to one "CPU", what is the maximum percentage here calculated off of when you want to set to 100% of all CPU available? CPU core count or CPU thread count?
