Is journald RateLimitBurst multiplier applied when Storage=volatile or Storage=none?

The journald.conf manual mentions that:

[...] the effective rate limit is multiplied with a factor derived from the available free disk space for the journal.

If Storage=persistent, then I think this would refer to the free space of whatever filesystem /var/log/journal is a part of. But how does this work if Storage=volatile or Storage=none? Is a multiplication factor still applied? If yes, then what "free disk space" is considered?
