looping too fast

Hi guys.

I'm on Centos 9 fresh install - with 250-4.el9 I believe - 
which cannot boot up.
I get:
Looping too fast. Throttling execution a little.
...

and there is no end too it, unless I shot the system in the 
head.

Any and all advises are very appreciated.
