(Well, I mean, there are scenarios you could think where you want to tell journald to temporarily switch to volatile logging via "journalctl --relinquish-var", then do something with /var/log (like replace it, backup it, overmount it, whatever), and then eventually want to switch back to using it, which you then can do with "journalctl --flush".
