You could check using [Unit] ConditionEnvironment=, sure, but if the actual problem is that the unit is started too early, this won't help -- it won't actually get delayed "until KDE_FULL_SESSION becomes true", it just won't be run at all.
You said that the service runs at the login screen -- I'm not sure how this can happen if your service is installed into plasma-core.target.wants/ (and *not* in default.target.wants nor basic.target.wants)...
