udev regression makes NAS unbootable

Does anyone have any ideas on how I can move this issue forward?

As the subject says, it makes my NAS (and other systems with "lots" of
block devices) basically unbootable.  Red Hat reverted the commits that
introduced the issue in their RHEL 8 branch:
