No, that's not possible. PA also supports system service, if this is a
kiosk system, maybe you can use it instead.

Thank you for the reply.  There are security risks running pulseaudio
in system mode[1].

there are not unless different users using the same machine at the same time and it's the way to go if you as example have running mpd (music player daemon) 365/24 before you even login
