Those are several completely unrelated issues occurring at different times. Whatever uid 975 is, the inability to start a systemd --user instance for it is unrelated to Spectre mitigations.
It looks like an automatically assigned UID – check `getent passwd 975` or `id 975` to find out what it is. If it's actually the "gdm" account (which had a similar issue on Arch recently), use something like `chage --expiredate -1 gdm` to unlock the account.
