this is not a systemd problem beause the service exits and systemd is
the messenger telling you - cause and effect

I think it is.... 
The message is that the control process exited, not the main process.
The control process is purely internal, This means that there is something wrong in 
your service and that systemd refuses to start it. It stops before even attempting your main command

Could you please pastebin the output of the two following commands ?

* systemctl status syslog-ng
* systemctl cat syslog-ng

either "systemctl status syslog-ng.service" has something useful or you
need to report that to syslog-ng or your distribution
