Which systemd version is this? Which distro?

Note that on RHEL/Fedora based distributions rsyslog is by default
configured to pick up the log data directly from the journal, so that
it can take benefit from the additional trusted metadata journald
inserts and in order to pick up early boot msgs, all of which the
forwarding logic can't cover.
