Use "systemctl edit systemd-logind", then enter this into the editor
that opens:

<snip>
[Service]
Environment=SYSTEMD_LOG_LEVEL=debug
</snipe>

Then issue "systemctl restart systemd-logind".

This will turn on debug logging for logind, that should tell you
exactly what it is doing any why.
