Occasional issues with mounting NFS during reboot

Hi there! I'm having occasional issues with mounting NFS during reboots (systemd 238 in latest coreos stable).

systemd[1]: data-keys.mount: Mount process finished, but there is no mount.
systemd[1]: data-keys.mount: Failed with result ‘protocol’.
systemd[1]: Failed to mount NFS mount for /data/keys.

How can I debug this?
