Running “telinit u” on glibc update

how do you come to that conclusion given it's part of systemd and
repsonsible to trigger "systemctl daemon-reexec" after said updates?

[root at buildserver:~]$ which telinit
/usr/sbin/telinit

[root at buildserver:~]$ rpm -q --file /usr/sbin/telinit
systemd-234-11.git5f8984e.fc27.x86_6
