Surface Transportation Board Chairman Charles D. Nottingham today announced
that Anne K. Quinlan, Esq., has been appointed the Board's Acting
Secretary, effective January 4, 2008.


 Ms. Quinlan will perform the duties of the Board Secretary, Vernon A.
 Williams, Esq., who retired from the Board on January 3, 2008.  Ms.
 Quinlan began her career with the Board's predecessor agency, the
 Interstate Commerce Commission (ICC), in 1978.  She served as an Assistant
 Secretary from February 1993-December 1995 at the ICC, and from January
 1996 through March 2000 at the Board and, most recently, as an Attorney
 Advisor/Ethics Officer in the Board's Office of Economics, Environmental
 Analysis and Administration.


 The Board's Secretary serves as the agency's clerk and is responsible for
 recordkeeping and the issuance of the Board's decisions and other legal
 documents.
