Surface Transportation Board Chairman Charles D. Nottingham announced that
today, January 5, 2007, the agency designated Member W. Douglas Buttrey as
its Vice Chairman.  He succeeds Member Francis P. Mulvey, who served in
that position during 2006.  The STB's Vice Chairmanship rotates among the
Members on an annual basis.


 Vice Chairman Buttrey, the seventh Member since the agency's creation in
 1996, was nominated to the agency by President George W. Bush, and was
 confirmed by the Senate on May 21, 2004, for a term expiring December 31,
 2008.  Vice Chairman Buttrey earned his bachelor's degree from the
 Tennessee Technological University and his J.D. from the University of
 Memphis School of Law.  He is a member of the Tennessee and District of
 Columbia Bars.
