[stable] config: Enable NEED_DMA_MAP_STATE by default when SWIOTLB is selected

This fix appears to be needed in all stable branches:

    config: Enable NEED_DMA_MAP_STATE by default when SWIOTLB is selected

For 3.2 and 3.4, the context needs to be fixed up.

For 2.6.32, a similar change to config conditions should be made at line
93 of arch/x86/include/asm/pci.h.
