From: Dillon Varone <dillon.varone@xxxxxxx> If the nominal VBlank is too small, optimizing for stutter can cause the prefetch bandwidth to increase drasticaly, resulting in higher clock and power requirements. Only optimize if it is >3x the stutter latency.
