We see a regression with PowerPC:

This is seen only on PowerPC with GCC 8, GCC 13, Clang 17, Clang nightly, on:

Reproducer:

     --target-arch powerpc \
     --toolchain gcc-8 \
     --kconfig tinyconfig


Bisection points to:
