[PATCH v4.19.y] net/sched: Retire rsvp classifier

The rsvp classifier has served us well for about a quarter of a century but has
has not been getting much maintenance attention due to lack of known users.

Please apply this patch to v4.19.y. This patch adapts the original patch
to v4.19.y considering codebase change.
This patch retires rsvp classifier which is what the upstream patch did. 

This patch has been tested against the v4.19.y stable tree.
