ixgbevf: Prevent RX/TX statistics getting reset to zero

This looks applicable to stable-3.4, which fixed RX/TX statistics to be zero.
We met the problem in our product, command ifconfig can't get RX/TX statistics.
and this patch fixed the problem. It was built successful for me. What do you think?
